Local and metropolitan municipalities are divided into wards. A ward councillor represents a specific ward on the municipal council and is elected in local government elections through the first past the post system. A Proportional Representative councillor represents a political party on the municipal council and is elected through the system of proportional representation. The duties of a councillor are: 1. Represent the people in the municipality and cooperate with other councillors in the best interest of the community. 2. Councilors must communicate the needs of the community to the municipal council. 3. Councilors must communicate council processes to the community. 4. Prepare and attend meetings unless they have a special leave of absence. 5. Monitor the performance of the municipality and raise issues of concern with the relevant bodies and provide feedback on the municipalities performance. 6. Follow the code of conduct which includes not disclosing information to people that can unfairly benefit from it. Ward councillors are elected directly by the people in their wards. and chair the ward committees. Municipal councillors can be held accountable through: 1. Elections - voting for someone else or different party 2. Party political meetings 3. Participation meetings 4. Personal contact 5. Enforcement of the code of conduct. 6. In the late 19th and early 20th century in America, there was a sense that things could be improved upon. A sense that reforms should be enacted. A sense that progress should be made. As a result, we got the Progressive Era, which has very little to do with automobile insurance, but a little to do with automobiles. All this overlapped with the Gilded Age, and is a little confusing, but here we have it. Basically, people were trying to solve some of the social problems that came with the benefits of industrial capitalism. To oversimplify, there was a competition between the corporations' desire to keep wages low and workers' desire to have a decent life. Improving food safety, reducing child labor, and unions were all on the agenda in the Progressive Era. While progress was being made, and people were becoming more free, these gains were not equally distributed. Jim Crow laws were put in place in the south, and immigrant rights were restricted as well. So once again on Crash Course, things aren't so simple. There are two basic approaches: to use the waste in the water as a resource (such as constructed wetlands) or strictly as a pollution (such as the majority of today's treatment plants). Most wastewater is treated in industrial-scale energy intensive wastewater treatment plants (WWTPs) which include physical, chemical and biological treatment processes. However, the use of septic tanks and other On-Site Sewage Facilities (OSSF) is widespread in rural areas, serving up to 20 percent of the homes in the U.S.[2] The most important aerobic treatment system is the activated sludge process, based on the maintenance and recirculation of a complex biomass composed by micro-organisms able to absorb and adsorb the organic matter carried in the wastewater. Anaerobic wastewater treatment processes (UASB, EGSB) are also widely applied in the treatment of industrial wastewaters and biological sludge. Some wastewater may be highly treated and reused as reclaimed water. Increasingly, for most wastewaters ecological approaches using reed bed systems such as constructed wetlands are being used. Tertiary treatment is being increasingly applied and most common technologies are micro filtration or synthetic membranes. Ozone wastewater treatment is also growing in popularity, and requires the use of an ozone generator, which decontaminates the water as ozone bubbles percolate through the tank but is energy intensive. Disposal of wastewaters from an industrial plant is a difficult and costly problem. Most petroleum refineries, chemical and petrochemical plants[3][4] have onsite facilities to treat their wastewaters so that the pollutant concentrations in the treated wastewater comply with the local and/or national regulations regarding disposal of wastewaters into community treatment plants or into rivers, lakes or oceans. Constructed wetlands are being used in an increasing number of cases as they provided high quality and productive on-site treatment. Incineration and other high-temperature waste treatment systems are described as "thermal treatment". Incineration of waste materials converts the waste into ash, flue gas and heat. The ash is mostly formed by the inorganic constituents of the waste, and may take the form of solid lumps or particulates carried by the flue gas. The flue gases must be cleaned of gaseous and particulate pollutants before they are dispersed into the atmosphere. In some cases, the heat generated by incineration can be used to generate electric power. Incineration with energy recovery is one of several waste-to-energy (WtE) technologies such as gasification, pyrolysis and anaerobic digestion. While incineration and gasification technologies are similar in principle, the energy product from incineration is high-temperature heat whereas combustible gas is often the main energy product from gasification. Incineration and gasification may also be implemented without energy and materials recovery. In several countries, there are still concerns from experts and local communities about the environmental effect of incinerators (see arguments against incineration). In some countries, incinerators built just a few decades ago often did not include a materials separation to remove hazardous, bulky or recyclable materials before combustion. These facilities tended to risk the health of the plant workers and the local environment due to inadequate levels of gas cleaning and combustion process control. Most of these facilities did not generate electricity. Incinerators reduce the solid mass of the original waste by 80–85% and the volume (already compressed somewhat in garbage trucks) by 95–96%, depending on composition and degree of recovery of materials such as metals from the ash for recycling. This means that while incineration does not completely replace landfilling, it significantly reduces the necessary volume for disposal. Garbage trucks often reduce the volume of waste in a built-in compressor before delivery to the incinerator. Alternatively, at landfills, the volume of the uncompressed garbage can be reduced by approximately 70% by using a stationary steel compressor, albeit with a significant energy cost. In many countries, simpler waste compaction is a common practice for compaction at landfills. Incineration has particularly strong benefits for the treatment of certain waste types in niche areas such as clinical wastes and certain hazardous wastes where pathogens and toxins can be destroyed by high temperatures. Examples include chemical multi-product plants with diverse toxic or very toxic wastewater streams, which cannot be routed to a conventional wastewater treatment plant. Waste combustion is particularly popular in countries such as Japan where land is a scarce resource. Denmark and Sweden have been leaders in using the energy generated from incineration for more than a century, in localised combined heat and power facilities supporting district heating schemes. In 2005, waste incineration produced 4.8% of the electricity consumption and 13.7% of the total domestic heat consumption in Denmark. A number of other European countries rely heavily on incineration for handling municipal waste, in particular Luxembourg, the Netherlands, Germany, and France.

Now, as the country is opening up to political and economic reforms, Myanmar Government has undertaken a number of initiatives to modernize Solid Waste Management. The project "Environmental protection and sustainable development: building local capacities on solid waste management in Myanmar" aims at contributing to the integration of environment protection principles into policies and programs. Four partners are involved: Cesvi, Yangon Municipality with the PCCD - the Pollution Control and Cleansing Department, the City of Torino and ITHACA. The project, funded by the European Union and co-funded by the Italian Cooperation, also aims at developing recycled products to encourage Yangon citizens to appreciate recycled environment-friendly articles. Similar to counties in other parts of Canada, regional districts serve only to provide municipal services as the local government in areas not incorporated into a municipality, and in certain regional affairs of shared concern between residents of unincorporated areas and those in the municipalities such as a stakeholder role in regional planning. In those predominantly rural areas, regional districts provide services such as land use planning, building inspection and some responsibility for community fire protection. Regional districts also provide some services, such as solid-waste management, but otherwise differ from counties in having no powers or similar bodies with other arms of government whose powers are much more sweeping, including forests, environment, health, schools, provincial and courts. They are not the equivalent of counties and their powers and democratic mandate are substantially weaker. Most land within a regional district is under control of other arms of the provincial government, or in the case of national parks and offshore waters, of the federal government. Indian reserves located within the boundaries of regional districts are likewise excluded from their jurisdiction and infrastructure, and there are varying levels of collaboration between First Nations governments and regional district boards. Regional districts are governed by boards of directly and indirectly elected directors. Municipalities appoint directors to represent their populations (usually the mayors), while residents of unincorporated areas (which are grouped into electoral areas) elect directors directly. The votes of directors from municipalities generally count more than the votes of directors from electoral areas, and larger municipalities have more votes than smaller ones. For example, both North Saanich and Metchosin appoint one director to the Capital Regional District board of directors, but the vote of North Saanich's director counts three times as much as the vote of Metchosin's appointee.

Vaal Dam sewage and health crisis - Deneysville / Refengkgotso Community Part 1

6 August 2015 - Herewith further information regarding the poor state of affairs and human health risk in the Refengkgotso / Deneysville area. Raw sewage is overflowing from the sewage treatment works which flows over farmland and eventually flows into the Vaal Dam. The Vaal Dam is the drinking water source to over 10 million people in Gauteng. This situation has been exacerbated by the lack of attempts by both the Metsimaholo Local Municipality Management and the Dept of Water Affairs and Sanitation (DWAS) to rectify this human health hazard which has been ongoing since 2011. The Department of Water Affairs and Sanitation is fully aware of the situation in the area as they have completed “Green Drop’ Reports for this sewage plant which is between 90 – 100% over capacity. The DWAS , as custodians of our water courses and dams, are there to ensure that the people of South Africa have clean potable water and are there to protect our water courses and dams from pollution, however they are not fulfilling their mandate at all. It is time that the DWAS is made to enforce the National Water Act and start criminal proceedings against the Metsimaholo Local Municipality Management. The DWAS must also ensure that the Metsimaholo Local Municipality comply fully and that all untreated raw sewage in the area is treated in accordance with the General Standards. The count of the injured also increased to 49 on 2 Jan. After the stampede, besides questioning whether the authorities concealed the casualties and censored news, all parties have kept questioning Shanghai government accountability, and even directly called for Han Zheng, the Party Secretary of Shanghai, to step down. The stampede in Shanghai's Bund area brought shock and grief to the new year, people spontaneously came to Chen Yi Square with flowers, and expressed their condolences to the victims. As this accident happened during the New Year's Eve celebration, many Chinese believe it's a bad omen. However, Shanghai citizens claimed that the Shanghai government has controlled and censored media reports, trying to convert this bad thing into a not-too-embarrassing "good thing". Shanghai resident, Zheng Jianming: "Shanghai television stations are the most low-key, while television stations from other provinces have given more detailed reports about the accident than us. Shanghai TV reports are simple as a picture, there is no video recording at the scene." Shanghai human rights activist, Gu Guoping: "They just said many heroic deeds occurred during the rescue process, such as the staff are dedicated, rescue teams are dedicated." "As such, a bad accident has converted into a good thing, the nature of the accident has been concealed as well as how the accident should have been avoided." How did the stampede happen? Could it be avoided? Shanghai police still do not give any statement. People said that someone tossed club vouchers that look like US dollar bills, which then triggered looting and eventually the stampede. However, the next day, mainland media reported that the place where the vouchers were thrown is sixty meters away from the stampede, and it happened after the stampede occurred. Several Shanghai residents believe that the lack of security preparation is the main cause of the tragedy. Shanghai resident, Mr. Tang: "The security work was indeed negligent. It is very sad to see a stampede occur in a big city like Shanghai." Gu Guoping: "I feel this is a management problem, there is no proper specification, the stairs should only be walked in one direction when it is very crowded. A stampede will certainly happen when a crowd walks in opposite directions." "Therefore, it is a management problem, we are still discussing this matter, it should not happen." There are several reasons why this accident "should not have happened." One is that the Bund area did not hold the lightshow like it did in previous years. BBC's Chinese website stated that, it is reported that many people did not know about this. People entered the Chen Yi Square found that there was no lightshow and wanted to leave, so there was congestion with those who were still trying to enter the viewing platform. The second reason is that the Shanghai authorities underestimated the flow, and did not prepare for it. The third reason is the lack of police and resilience. Cai Lixin, the deputy of the Command Center at Huangpu Public Security Bureau has admitted: that night the flow of people at the Bund area exceeded "National Day Golden Week", but police manpower was less. Only when the crowd began to jam, were 500 officers deployed to the area. Hence, there are many voices questioning Shanghai government's accountability, many netizens even ask Yang Xiong, the Mayor of Shanghai, and Han Zheng, to step down. Gu Guoping: "Han Zheng should not worry about people asking him to resign, he should take the initiative to resign, because he is responsible for such accident." Even CCP media like "Xinhuanet" published articles continuously to question the government's accountability. On Jan 1st, "Xinhuanet" quoted from Zhang Hong, security management specialist at Public Security University, stating that the fundamental reason is government negligence. Taiwan "udn.com" published an article on 2 Jan, which believes the stampede will cause a large upheaval in Shanghai official circles.
