Wide of people leaving news conference STORYLINE Taiwan and Japan signed an arrangement on Thursday to bolster mutual investment despite their lack of formal diplomatic ties. The deal, signed by Taiwan''s East Asia Relations Commission Chairman Peng Run-tsu and Mitsuo Ohashi, chairman of the Japan Interchange Association comes amid steadily improving ties between the sides. Relations hit a trough at the beginning of Taiwanese President Ma Ying-jeou''s term in office, but have blossomed in recent months, particularly after Taiwan extended substantial aid to Japan in the wake of the devastating earthquake and tsunami that hit the country in March. "Through the investment agreement signed between Taiwan and Japan today, we will be able to speed up, protect and liberalise our investment programme," Peng Run-tsu, Chairman of Taiwan East Asia Relations Commission said. According to the Taiwanese Vice Economics Minister the arrangement is expected to help Taiwan lure more investment from Japan, including from companies considering moving production overseas to avoid supply chain disruptions caused by the March disaster. The deal is not expected to draw protests from China, which claims sovereignty over Taiwan but has improved its own ties with its rival in recent years. The two sides split amid civil war in 1949. Last year, China signed a landmark deal to offer tariff cuts for hundreds of Taiwan-made goods. Taiwanese officials say Japanese corporations may be lured to invest on the island to get access to the same preferential tariffs when exporting to China. Taiwanese Vice Economics Minister said Japanese investment in Taiwan has increased over the past two years, and that bilateral trade totalled nearly 70 (b) billion US dollars in 2010. Under the arrangement signed on Thursday, companies from the two sides can enjoy the same benefits as local counterparts when investing in each other''s territories. Both governments will be obligated to assure the free movement of money by their companies to the other side. Investment disputes can also be resolved by international arbitration agencies. Tokyo switched recognition from Taipei to Beijing in 1972. The two ministers discussed enhancing economic and trade ties and fighting unilateralism and protectionism. They also discussed improving regional and multilateral cooperation. Zhong said that economic and trade cooperation has become the propeller for China-Japan relations. Higher tariffs on Chinese goods did little to ease trade tensions between China and the U.S. Challenges to trade relations between the world's biggest economies are nothing new. Japan and the U.S. were in the same situation three decades ago. In the 1980s, Japan and the U.S. had talks to smoothen trade relations, resulting in the 1985 Plaza Accord. The deal touched on currency exchange rates, including a 50-percent depreciation of the U.S. dollar against the Japanese yen. But, the recessionary effects of the strengthened yen in Japan's export-dependent economy led to the Japanese asset price bubble of the late 1980s. It progressed into a protracted period of deflation and low growth in Japan known as the Lost Decade. Japan’s FIT retroactive measures and considerations for operating in a competitive landscape

Last November, the news regarding Japan’s Ministry of Economy, Trade and Industry (METI) proposal on reducing the feed-in tariff for large-scale PV projects spread like wildfire across the industry. The cut would affect projects approved between 2012 and 2014, which are entitled to ¥40, ¥36 and ¥32/kWh rates. Although later in December the completion deadlines were alleviated, there are still uncertainties swirling around the measures’ implementation, and many investors and operators are threatening lawsuits against the government. Haruki Yamaya, Senior Analyst at RTS will shine light on the framework of the retroactive cuts, while reflecting on the implications for different industry players (developers, EPCs, operators and debt providers) and how these changes can affect the future trajectory of solar in Japan. Not only these reforms might see some of the affected projects starting operations at lower feed-in tariffs, but in reality the Japanese PV market has been slowly transitioning towards lower rates, as a result of the annual revision of the FIT-scheme and the recently introduced PV tenders (for projects above 2 MW). These dynamics are certainly forcing operators to reshape Asset Management and O&M strategies in an increasingly competitive market. Mexico overtakes Japan in car exports to the US - economy

Mexico's car production and exports shot up in March and it said it overtook Japan as the second biggest vehicle exporter to the United States in the past three months. Canada holds the number one position. The Mexican Auto Industry Association reported production was up 16.3 percent while exports rose 12.9 percent. DIT Japan’s 1st Sports Economy Forum was held at the British Embassy Tokyo on 14 March and welcomed over 100 Japanese audience members from private and public sports facility owners/operators, as well as professional sports teams etc. who are seriously interested in improving their facilities and the balance sheets of their operations. Ambassador Paul Madden CMG’s opening remarks were followed by words from Hiromichi Moriyama, deputy director of the Industrial Structure Policy Division, Economic and Industrial Policy Bureau, at Japan’s Ministry of Economy, Trade and Industry. Two speakers from UK, Andy Young from Wembley Stadium Consultancy, who was Arena Director of The O2 Arena in Greenwich when it opened and head of event services for the London 2012 Olympic and Paralympic Games, and George Vaughan, who is head of technology for the Ascot Racecourse and is also involved in technology innovation and implementation at Twickenham Stadium, delivered outstanding presentations. They demonstrated the UK experience and expertise, which gave a chance for the audience to consider working with UK professional service providers. Following a tea and coffee break, the speakers went back to the stage for a panel discussion with representatives from two Japanese professional sports teams (baseball and football) who have already introduced different approaches for their stadium management. Much positive feedback was given from the Japanese audience after the forum and the two UK speakers talked about future business opportunities in an interview.

Harvesting and Removal of Oi Bamboo grows in groves and good quality green bamboo is harvested after 3 or 4 years, cut to size and boiled in caustic soda water for about 15 minutes to remove excess oil. 2. Sun-Drying After boiling, the bamboo is laid in the sun to dry and turns a beautiful ivory yellow; it is known as sarashi-dake and is the main bamboo raw product used by weavers. 3. Rough-Cutting The sun-dried bamboo is now cut into suitable lengths using a kikuwari tool and the joint sections are cut off before splitting the bamboo in half along its grain with a knife. Rough-cutting (vertical splitting) is carried out many times and although a seemingly simple task, it actually takes about 3 years of practice to cut straight, thin, and well-balanced split pieces. 4. Stripping The split bamboo pieces are stripped of their soft, inner layer, and split into narrower, thinner lengths by rough-stripping, small splitting, and on to thin stripping. In rough-stripping, the pieces are stripped until the ratio of exterior bark to the interior layer is about 4:6. 5. Finishing Thin Bamboo Strips A sukisen tool gives a uniform thickness to strips, and a uniform width is achieved by pulling them between two small blades; the corners are then rounded off with a chamfer knife in preparation for weaving. 6. Weaving the Base In bamboo weaving, the base or bottom section requires the highest skill as it is difficult to create a solid body from a plane surface; in this stage the bamboo is softened over a flame. 7. Weaving the Body and Neck The body is woven as a continuous piece, and according to the design and purpose, the article is shaped by changing or spacing the weaving technique. 8. Finishing the Rim and Adding Fittings The rim is woven to complete the weaving process. There are several rim finishing techniques: for example, tomobuchi (a continuation of the main body), atebuchi (solid bamboo rim fitted and fixed with bamboo strips or wire), or makibuchi (bamboo or Japanese wisteria is wrapped around the rim). Green or white baskets are not lacquer-coated, or dyed and are ready for use once the rim and handles or fittings have been added. 9. Coating Undyed green bamboo ware is known as aomono; ware made of oil-removed bamboo is shiromono; dyed ware is somemono; and lacquered ware is kuromono. Coating involves applying a first undercoat of dye by boiling, and after drying, the article is gently polished with a cloth. Too much pressure while polishing the weave can damage the bamboo and cause a loss of shine; therefore, great attention is paid in this stage. Raw lacquer is often used as a finish; however, sometimes, shuai-urushi, a concentrated colored lacquer, or raw lacquer may be applied to give an antique finish. Since lacquer will only dry under the right temperature and humidity, the woven lacquered works are left in a wooden room specially designed to effectively retain moisture. The country ran its third-biggest trade deficit ever in July - the equivalent of 7.79 billion euros - almost double the amount of a year ago. The weak yen and rising oil prices made energy imports more expensive, which is likely to hit company profits. However, on the other side of the coin, the benefits of the yen reduced value against other currencies were that Japan's exports rose last month at the fastest annual pace in nearly three years. Exports were also boosted by brisk sales of cars and electronics to the United States, Asia and even Europe which showed a recovery in overseas demand. Analysts expect the world's third-largest economy to head for a steady recovery, although some warn of risks such as the continued slowdown in China, Japan's biggest trading partner. "As a trend, exports are recovering and will keep growing because the positive effect of the weak yen will strengthen in coming months,"said Yoshiki Shinke, chief economist at Dai-ichi Life Research Institute in Tokyo. "Hopefully that will offset risks, notably the possibility that China's economic recovery will remain weak." The 12.2 percent rise in exports in the year to July was less than a median estimate for a 13.1 percent increase but was the biggest gain since December 2010, data released on Monday by the Ministry of Finance showed.
