Script: Having recently completed both the world’s most extensive system of expressways and the planet’s longest high speed rail network, China is now looking beyond its borders for opportunities to keep building. President Xi Jinping announced at a recent summit that Beijing has sealed megaproject deals with 65 countries throughout Eurasia and Africa to construct ports, power stations, rail lines, roads, and all the tunnels and bridges needed to connect them back to mainland China. At a total cost of over $1 trillion, the One Belt, One Road initiative is unprecedented in size and scope. So is the bold funding mechanism: China will use its large, state-run banks to provide most of the financing, a risky move, when you consider how few of the nations in the O.B.O.R. could afford something like this on their own. “Oh,” say the leaders of economically-challenged, underdeveloped Laos, Yemen, or Ethiopia — or the blood-soaked regime of Bashar al-Assad in war-ravaged Syria — “you want to loan us billions of dollars to build some cool stuff in our countries? Of course, why not!?” China is hard-selling the project as a way to boost its westward connections, an update of the silk road trade route that played a significant role in developing China and the rest of the region 1,000 years ago. But many analysts see this comparison as little more than a marketing pitch. Al Jazeera clip: “Is the real point of this, East-West service then simply to boost China’s westward connections? [Pauline Loong] “Well I wouldn’t say simply to boost China’s westward connections, but I totally agree with Charles that it’s more a PR stunt. To call it the “Silk Road,” that’s really brilliant—evocative of romantic camel travels in the past. When, you know, you have these lovely silks and trade and so forth. And it’s good, because look at all the headlines it has been getting, but in practical terms, it’s early days yet.” [Bryce] Aside from the lessons China learned from its own recent infrastructure boom, Beijing is also drawing inspiration from the American Marshall Plan which financed the rebuilding of Western Europe after it was decimated during the second world war. That program was worth the equivalent of $130 billion in today’s dollars and ensured the US had reliable export markets for the manufactured goods and machinery its growing economy had become dependent on producing. China’s modern version — first announced in 2013 — is the signature initiative of President Xi Jinping. Several projects have already been completed. Earlier this year London became the 15th European city connected directly to China through an ever-expanding global rail system, meaning freight trains loaded with goods can now arrive after a 12,000km journey all the way from the east coast of the landmass. And, at a cost of $4 billion, China also just completed Africa’s first transnational electric railway, which runs 466 miles from Djibouti to Addis Ababa, the capital of Ethiopia. What should be U.S. strategic declaratory and employment policies to counter China's regional expansionism and growing nuclear, cyber, and space capabilities? An examination of different elements of China's strategy indicate an approach based on opaqueness rooted in Chinese tradition that emphasizes economic and political objectives with incremental expansionism at the conventional level. The careful strengthening of China's military capabilities is intended to counter and deter US forces while seeking to avoid a Soviet-style nuclear competition with the United States. Consequently, there is a limited role for US nuclear weapons except for alliance reassurance and with respect to Chinese threats or use of force against Taiwan. Michael Nacht is the Thomas and Alison Schneider Professor of Public Policy at the UC Berkeley Goldman School of Public Policy where he was Dean from 1998-2008. He served previously in two US Senate confirmed positions: Assistant Secretary of Defense for Global Strategic Affairs, for which he received the Distinguished Public Service Medal (the Department’s highest civilian honor); and Assistant Director for Strategic and Eurasian Affairs of the U.S. Arms Control and Disarmament Agency where he participated in the Clinton-Jiang Zemin Presidential summit and four Clinton summits with Russian President Yeltsin. He is the author or co-author of six books and more than eighty articles and book chapters including “Strategic Latency and World Power” co-edited and co-authored with Zack Davis and Ron Lehman, CGSR, 2014. The launching of the power units coincided with the 95th anniversary of the GOELRO plan, the first-ever Soviet plan for national economic recovery and development. The New Silk Road: Khorgos reemerges as the transit hub between the east and west

Kim Hyesung has more on the significant role Kazakhstan can still play as a key trading hub for the world. Deserts and a sea of endless peaks... of the snow-topped Tianshan mountains. It's the silk road, an ancient trade route connecting the East and West. And now, a revival. One of the last sections of the Western Europe-Western China Highway linking China, Kazakhstan and Russia has been completed this September. (Standup) "With the new road open, now it takes about four hours by car from Almaty to Khorgos, Kazakhstan's border with China." The highway is part of the One Belt One Road Initiative, proposed by China in 2013 to recreate the silk road by connecting land and sea ports, covering more than 60 countries that account for a third of the world GDP. The 130-hectare Khorgos Gateway, lying at the heart of Euraisa, is the second largest dry port in the world. (standup) "Here at the Khorgos Gateway, four to five trains from China arrive everyday, shipping all kinds of goods, from food to the latest in consumer electronics." While the highway is awaiting completion in Russia to officially begin operation, trains have already started shuttling goods between China and Germany, along the 11,000-kilometer long rail route. Shipping them via sea lanes takes up to 50 days, but using the railway requires only around 15 days,... increasing transport efficiency. Once the highway connecting China and Russia is open, road travel between the continents is expected to take around 10 days. Having processed 2 million tons of cargo last year, the Khorgos dry port is working to handle more. (English) "Our main goal is to become a regional logistic hub. By 2020, we will reach the project capcity which is 540,000 TEUs per year." Khorgos is also becoming a thriving commercial market of its own. At the shared free trade zone, Kazakh and Chinese people can cross the border with out a visa, buy goods at thousands of stores, including food, clothes and even Korean cosmetics tax-free. (Chinese) "I come here from China every day. It's visited by more than 10 thousand people a day. Over the last three years, sales have doubled almost every year." Free flow of goods and people. For Kazakhstan, the ninth largest largest country in the world, the One Belt One Road Initiative is an opportunity to diversify its economy. (English) "landlocked country, before... it was very difficult, Because of the decrease of logistical costs, other sectors of economy like manufacturing became very attractive for the foreign direct investment." And companies, like Dongsung, are hitching a ride on the boom. (Korean) "We commissioned a third of the road connecting Almaty and Khorgos. Kazakhstan's developing rapidly, and with more infrastructure projects underway, there are more opportunities for Korean companies to do business here." (Korean) "Following the collapse of the Soviet Union in 1991, countries in Eurasia that used to be isolated are slowly reconnecting with the world. At a time when the global economy is slowing down, the new silk road won't just make transportation more efficient, and increase exchanges of goods and energy resources, it will also drive the global economy and mark an important chapter of modern history." The one-trillion dollar One Belt One Road project is still in its initial stages, but a glimpse of that future is already beeing seen in Khorgos, once again connecting the east and west as a vibrant transit hub. Laurie D. Webster (PhD University of Arizona 1997) is an independent researcher with institutional affiliations at the University of Arizona, Northern Arizona University, the American Museum of Natural History, and Crow Canyon. Laurie is a leading expert on ancestral Pueblo perishable materials, especially woven objects and textiles, and she consults with Crow Canyon on the perishable materials encountered during the Center’s excavations. Her publications include the edited volume "Beyond Cloth and Cordage: Archaeological Textile Research in the Americas" and the catalog "Collecting the Weaver’s Art: The William Claflin Collection of Southwestern Textiles", as well as numerous articles about pre-Hispanic perishable technologies. In 2011 she initiated the Cedar Mesa Perishables Project to document the large collections of perishable artifacts recovered from southeastern Utah during the 1890s.

President Park begins week-long Central Asia tour

President Park has arrived in Uzbekistan... to start her week-long Central Asia tour to build ties and support large-scale ventures for Korean firms. And that includes the promotion of her Eurasia energy and infrastructure initiative. Our presidential office correspondent Choi You-sun starts us off. President Park has started her tour of Uzbekistan, Kazakhstan and Turkmenistan this week. In Tashkent, the Korean president and her Uzbek counterpart will seek ways to bolster their strategic partnership. There are currently some eight billion U.S. dollars worth of joint projects underway, such as a gas field development and chemical complex construction, and Seoul hopes to go beyond into areas of renewable energy and textiles. President Park, who has proposed an initiative that would link energy and infrastructure in Eurasia, will also visit Samarkand, a city that was at the heart of the Silk Road. In Astana, the Korean leader and her Kazak counterpart will discuss current projects worth roughly 10 billion dollars, including construction of a thermal plant and petrochemical complex. Seoul will sign a deal to participate in Astana's rail development, with hopes it will lay the groundwork for President Park's Eurasia Initiative. There will be talks on the North Korea nuclear issue, since Kazakhstan achieved significant growth after voluntarily giving up its nuclear arms. President Park will be visiting Turkmenistan for the first time as a Korean leader, where she plans to ask the country to support Korean firms seeking to participate in large-scale infrastructure projects in the gas-rich nation. "After President Park landed in the Uzbek capital several hours ago, President Islam Karimov escorted her to where she'll be staying for the next three days. Before the two leaders' summit on Tuesday, President Park will meet with Koreans, as well as ethnic Koreans residing here, to pledge her support for active cultural exchanges with the region. He received his B.A. from Brown University and his doctorate from the University of Oxford, where he was a British Marshall scholar at Balliol College. He has also held fellowships in Paris, Warsaw, and at Harvard, where he was an Academy Scholar. A frequent guest at the Institute for Human Sciences in Vienna, he has spent about ten years in Europe. He speaks five and reads ten European languages. Among his publications are five award-winning books, all of which have been translated: Nationalism, Marxism, and Modern Central Europe: A Biography of Kazimierz KellesKrauz(1998); The Reconstruction of Nations: Poland, Ukraine, Lithuania, Belarus, 1569-1999 (2003); Sketches from a Secret War: A Polish Artist’s Mission to Liberate Soviet Ukraine (2005); The Red Prince: The Secret Lives of a Habsburg Archduke (2008); and Bloodlands: Europe Between Hitler and Stalin (2010). Bloodlands has won ten awards including the Emerson Prize in the Humanities, a Literature Award from the American Academy of Arts and Letters, and the Leipzig Award for European Understanding. It has been translated into twenty-five languages, was named to twelve book-of-the-year lists, and was a bestseller in four countries. Most recently Snyder helped the late Tony Judt compose a thematic intellectual history, entitled Thinking the Twentieth Century (2012), which is appearing in fourteen translations. Snyder is also the coeditor of two volumes: Wall Around the West: State Borders and Immigration Controls in Europe and North America (2000) and Stalinism and Europe: Terror, War, Domination, (2014). He is at work on four books: a study of the Holocaust, a biography of Marx, a global history of eastern Europe, and a family history of nationalism. His scholarly articles have appeared in Past and Present, the Journal of Cold War Studies, and a number of other journals; he has also written for The New York Review of Books, Foreign Affairs, The Times Literary Supplement, The Nation, and The New Republic as well as for The New York Times, The International Herald Tribune, The Wall Street Journal, and other newspapers. He takes regular part in conferences on Holocaust education and sits on the editorial boards of the Journal of Modern European History and East European Politics and Societies. He is a member of the Committee on Conscience of the United States Holocaust Memorial Museum and sits on the advisory councils of the Yivo Institute for Jewish Research, the Association for Slavic, East European, and Eurasian Studies, and other organizations.

We begin with a look at the American Cowboys and Indians, who were actually the Woodland tribes of the East, Mid-south and Southeastern regions of America that were assigned by the government to recon and assist the U.S. Military in the disposal and subduing of the Plains Indians of the mid to late 1800's. We look at the reason why the war against the Indians was a Negro War from a clip that illustrates how the government was establishing the Mulattoes and the $5 Europeans as the Proxy Indians and making Treaties with them while endorsing laws to declassify the Autochthonous and Aboriginal Tribes. We then take a real hard look at How it all came to this, from the ideologies of Westernization that has rearranged, distorted and has literally flipped the World Map upside down; rewriting the history of ancient locations, historical events and world geography in the process. This segues to the TRUTH of how the Dutch West India Company Began the TRANS-AMERICAN Slave trades, from present day New York to Suriname to Brazil; which became the Trans-Atlantic slave trade almost 200 years After millions of Americans had already been shipped abroad to Europe and Africa and sold into slavery Before the establishment of Negroland in West Africa by the Dutch, England and Denmark in the 1730's. Next, we look at several maps of Europe and Africa from 400 to 800 years ago that are all upside down, and they literally illustrate and Show that Africa was very much a "White Continent" inhabited by Wild Men or Woodwose, Satyr, Monoculi, Cyclops, Blemmye, Dragons and many other Monstrosities less than 1,000 years ago! Chinese Premier Li Keqiang on Saturday proposed initiatives to further advance "16+1" cooperation while addressing the Fifth China-CEEC Summit in Riga, Latvia.    Li noted that over the past five years, the "16+1" cooperation mechanism has become more effective with more solid foundations and greater prospects. The premier proposed initiatives in four areas to promote "16+1" cooperation.    Firstly, he called for advancing cooperation on infrastructure and connectivity in order to bolster CEE countries' role as a transport hub on the Eurasian Land Bridge.    Secondly, he proposed to enhance financial cooperation in order to support "16+1" cooperation and provide financing to joint projects through diverse forms.    Thirdly, he urged exploring cooperation on green economy, and step up cooperation in green agriculture, environmental protection and clean energy.    Finally, he called for intensifying people-to-people exchanges by fully exploiting cooperation mechanisms on education, culture, tourism, health, youth, and urged local governments from both sides to enhance mutual understanding between their peoples. In a keynote speech delivered at the Sixth China-CEEC Economic and Trade Forum here, Li said bilateral and multilateral cooperation between China and Central and Eastern European countries has achieved fruitful results in the past. It would create even greater value which is as precious as diamonds in the future, added Li, referring to the diamond-shaped logo of the Fifth China-CEEC Summit.

Kevin Rudd served as Australia’s 26th Prime Minister (2007-2010, 2013) and as Foreign Minister (2010- 2012). He led Australia’s response during the Global Financial Crisis, reviewed by the IMF as the most effective stimulus strategy of all major economies. Australia was the only major developed economy not to go into recession. Kevin was a co-founder of the G20, established to drive the global response to the crisis, and which through its actions in 2009 prevented the global economy spiraling into depression. As Prime Minister and Foreign Minister, he was active in regional and global foreign policy leadership. He was a driving force in expanding the East Asia Summit to include both the US and Russia in 2010, having in 2008 launched an initiative for the long-term transformation of the EAS into a wider Asia Pacific Community. On climate change, Kevin ratified the Kyoto Protocol in 2007 and legislated in 2008 for a 20% mandatory renewable energy target for Australia. He represented Australia at the 2009 Copenhagen Climate Change Summit which produced the Copenhagen Accord, for the first time committing states to not allow temperature increases beyond two degrees. Kevin is now President of the Asia Society Policy Institute in New York. ASPI is a “think-do tank” dedicated to second track diplomacy to assist governments and businesses on policy challenges within Asia, and between Asia, the US and the West. He is also Chair of the Independent Commission on Multilateralism where in 2015-6 he led a review of the UN system. Also a Senior Fellow at the Harvard Kennedy School, Kevin in 2014-15 completed a major policy report on “Alternative Futures for US-China Relations.” He is a Distinguished Fellow at Chatham House in London, a Distinguished Statesman with the Center for Strategic and International Studies in Washington, and a Distinguished Fellow at the Paulson Institute in Chicago. Kevin is a member of the Comprehensive Test Ban Organization’s Group of Eminent Persons. He is proficient in Mandarin Chinese, English and French and serves as a Visiting Professor at Tsinghua University in Beijing, and co-Chairs the China Global Affairs Council of the World Economic Forum. Beijing-based naval expert Li Jie said steam-driven catapults were generally preferred over electromagnetic ones because they were viewed as more more secure, however thousands of successful tests of ground-based electromagnetic prototypes had largely dissolved any misgivings. China’s first carrier, the Liaoning, deployed a third type of catapult, a ski jump that launches planes off the bow. However, ten of the 11 aircraft carriers in use with US naval forces use steam catapults. The new vessel, which will be China’s third carrier but only the second designed and built domestically, was given the go-ahead by the Central Military Commission, the PLA’s command and control body. Ma Weiming, an academician with the Chinese Academy of Sciences, is the brain behind China’s technological leap forward into electromagnetic catapults, which will make the PLA the world’s second military force to use linear motor drives. The US Navy has installed an electromagnetic system on its newly-commissioned super carrier Ford. “Our technicians are now cracking the hurdle of energy transmission and conservation and once that challenge is surmounted, we’ll then be able to build electromagnetic launch systems,” a PLA navy admiral told CCTV in November. China is still developing its second locally-built carrier, which will be larger (at least 80,000 tons in full displacement) than the first vessel and will likely have a totally flat deck instead of an upward-curved ramp to accommodate the electromagnetic launch system. There is still some doubt that the carrier will utilize a linear motor launch system, with many observers convinced it will end up being steam-propelled.
