Wide shot Morro Castle and traffic in street STORYLINE: Ailing Cuban leader Fidel Castro published an article in Cuban state media on Thursday criticising US environmental policies, in what could be a sign that the 80-year-old may be taking a more active role in public affairs after months sidelined by a still undisclosed illness. "Condemned to premature death by hunger and thirst: more than three billion people of the world," read the headline in Castro's article in the Communist Party daily Granma, which claimed that the US president's support of using crops to produce ethanol for vehicles in rich nations could deplete food stocks in developing countries. "This isn't an exaggerated number; it is actually cautious," says the article, which was distributed by e-mail early Thursday to international correspondents by foreign ministry officials. The article is written in the same kind of apocalyptic style Castro typically adopts when discussing the impact of US international policies on developing nations, and there was no reason to doubt he was the author. As in some shorter messages signed by Castro in the eight months since he fell ill, the piece does not seem aimed at dispelling rumours about his health, but rather at drawing attention to his stand on world affairs. It was unclear what the message means in terms of Castro's future role in domestic affairs. In recent weeks, Bolivian President Evo Morales and several senior Cuban officials have indicated that Castro could soon take a more active role in public affairs and may even return to the presidency. Castro temporarily ceded power to his younger brother Raul, the 75-year-old defence minister, on July 31 after announcing he had undergone intestinal surgery. He has not appeared in public since. Residents of Havana on Thursday expressed hope that they would soon see Castro again. "The fact he is writing and speaking means that he is working, he is still fighting for the good of mankind," said Roberto Hernandez. "We have faith that we will see him again as we always do - addressing the nation. That's what we are hoping," said Ubaldina Rodriguez. Morales recently said from Bolivia that he expects to see Castro in public on April 28 during a meeting in Havana with presidents celebrating a regional trade and cooperation pact. Castro's condition and his exact ailment are a state secret but he is widely believed to suffer from diverticular disease, which causes a weakening in the walls of the colon. His older brother Ramon Castro told reporters on Wednesday that Fidel was doing very well but dodged questions about whether he would soon appear in public. "He's in one piece," Ramon Castro, 82, said of Fidel as he toured a cattlemen's fair and rodeo. "These Castros are strong!" A record-high 13 million foreigners visited Japan last year. The government plans to raise the figure to 20 million by 2020. Cabinet ministers outlined the plan on Friday at a meeting for promoting tourism. The plan calls for raising spending by foreign visitors to about 32 billion dollars when the number of tourists reaches 20 million a year. It also calls for increasing the number of tax-free stores in rural areas from the current 6,600 to 20,000. The government plans to select high-quality local services and products to promote overseas as special regional brands. It also plans to improve the country's quarantine system so visitors can more easily take home farm and food products. Australian camel steaks on your dinner plate saves the environment

Two websites belonging to two British newspapers in the United Kingdom (where else would a British newspaper be but in the UK?), reported about the wild camel situation in Australia, Down-under where they are Waltzing with Matilda. Upon reading the articles one discovers that larges herd of wild camels in the world are in the outback of Australia numbering around one million. The claim is these wild camels are causing damage to the environment and contributing to global warming. The global warming charges come from the methane gas emitted by camels from ends, flatulence and belching. What ever happened to autos and SUVs being the main villain? The plan is to slaughter up to 400,000 of these animals. Rather than leave the carcass rotting in the outback, they would like to butcher the meat and serve it to Australians to eat as an alternative to beef. Stating that camel meat is leaner, and healthier. An earlier plan to convince Australians to eat kangaroo meat met with failure and wonder if this camel meat will meet the same faith. What is peculiar here is the people who want others to eat camel meat and kangaroo meat have no problem telling Japan they should not eat whale meat. Oh, so one argues camels and kangaroos are plentiful, while whales are not. Really? Who are what determines what is plentiful? Did the camels and kangaroos get to vote on that? When beavers take down trees in forest, the tree huggers claim that is okay because that is nature. However camels stampeding in the outback is not natures way but must be eliminated. The same claim can be made hunting whales is natures way because many claim humans are animals.

Negusu Aklilu is Director of the Forum for Environment in Addis Ababa, Ethiopia. He has been working as an environmental campaigner for the last 15 years and has played a leading role in advocating for environmental rights in Ethiopia and beyond. He led some successful campaigns at home and two campaigns in the run-up to the Copenhagen Climate Conference in 2010. One is the African Climate Appeal, a politico-moral appeal by key African environmental activists initiated by Nobel Laureate Wangari Maathai. The other campaign, ³America, Take the Lead Now², produced a petition signed by about 2 million Ethiopians to the US government. Currently, Negusu co-chairs the Ethiopian Civil Society Network on ClimateChange (ECSNCC), comprising about 60 organizations. He is a representative of civil society organizations in Ethiopia¹s National Environment Council. He has authored a number of articles on a range of environmental issues and serves as editor of Akirma, a local environmental magazine, as well as co-editor of the Ethiopian Environment Review. Some of his other initiatives in Ethiopia include the national Green Award Program, the annual Ethiopian Environment Review, and the new local Green Tax initiative. Currently, he serves as a co-chair of the UNEP Major Groups and StakeholdersAdvisory Group on International Environmental Governance, which has been providing inputs for the Rio+20 process. He was voted one of the 25 most influential Ethiopians in 2009/2010 by Addis Neger, Ethiopian newspaper. In the same year, he was voted as one of the 13 emerging global environmental leaders by the Global Environmental Governance Program that was then hosted by the College of William and Mary and Yale University. He is trained in biology and ecology and later in Environmental Diplomacy ata UNEP/University of Geneva post-graduate course. Negusu was named Yale World Fellow in June 2011.

Largemouth bass fishing is his favorite outdoor activity, but he has written about everything from invasive species to the environment, penning hundreds of newspaper and magazine articles and a dozen books. He has been honored with several awards for his work. Sasser is a native of East Texas and is known for championing the interests of the average outdoor person.
