Urban governance in most African cities is marked by weak regulatory enablement by national governments, limited autonomous fiscal resources, limited managerial capacity, overlaid by distortionary politics—read a combination of clientelism, patronage, corruption, etcetera. At least, this is the conclusion one arrives at by reading most of the academic literature on the topic. However, in contradistinction, over the last decade or so, there has been a proliferation of ambitious planning and delivery, of especially, mega infrastructural projects. These developments coincide with the proliferation of mainstream incantations of “Africa rising” and other boosterism discourses. It raises important questions about how this level of institutional efficacy could be possible if the literature is accurate. In this talk I aim to report on the findings of a research project on so-called turn-around African cities. We set out to document how noteworthy urban mega projects came onto the agenda, were implemented, often effectively, and what the possible effects might be. The idea is to offer a set of empirical reflections, drawing on six African cities, to get a more refined understanding of contemporary urban planning and governance dynamics in rapidly changing and conflictual contexts.

A final investment decision on the advanced Mulga Rock Project in Western Australia is expected in 12-18 months, pending the confirmation of off-take contracts and financing. Meanwhile, the company is set to commence drilling at its newly-acquired Alligator River Project in Arnhem Land in the Northern Territory. Young says, “the news flows [investors] want are drill results and blue sky and upside; and that's what the Alligator River Province will give to us.” "This is a uranium province which is one of the top three in the world... those other two geological provinces have been explored and they're currently mining. The Alligator River Province, which hosts the Ranger and Jabiluka deposits, went through a long phase of no exploration because of politics... you've got this big area of unexplored ground which is really prospective for uranium… Our plan this year for the field season is to go up and drill the Angularli Deposit and another really exciting project that we call Such Wow,” says Young. Explaining the unique uranium commodity market, and price projections, Young comments “we’re seeing supply side discipline, and what we should see in the not-too-distant future is a reaction to that on the buy side.”

Walkabout Resources first to receive mining licence under new Tanzanian legislation

Walkabout Resources Ltd (ASX:WKT) non-executive director Andrew Cunningham updates Proactive Investors on the graphite company’s grant of a Tanzanian mining licence, and the planned development to bring its Lindi Jumbo Graphite Project into production. “We are the first ASX-listed company to get our mining licence under the new Tanzanian legislation, to say we’re excited is probably the understatement of the century,” Cunningham says. Granting of the mining licence allows Walkabout to further progress advanced project funding options. The project hosts a JORC 2012-compliant measured, indicated and inferred mineral resource of 29.8 million tonnes at an estimated grade of 10.9 % total graphitic carbon (TGC). This resource contains a super high-grade core of 4.7 million tonnes at 22.8% TGC for 1,076,500 tonnes of contained graphite, making it the highest mineable graphite resource in Tanzania.

Blackham Resources Ltd (ASX:BLK) Strong PFS Highlights Long Term Potential at Matilda Gold Project

Blackham Resources (ASX:BLK) (OTCMKTS:BKHRF) has announced a positive Pre-Feasibility Study for their Matilda/Wiluna Gold Project in Western Australia. Highlights of the study include: - Forecasted gold production - 207koz per annum (first 6 yrs); - LOM AISC - A$1,058/oz; - 9 Yr mine life (initial) - 19.2Mt at 2.7g/t for 1.7Moz Au; and - Initial Capital Costs - $114m. Analyst Comment: Overall this was a positive result for Blackham as the Pre-Feasibility Study highlighted the potential for the Matilda/Wiluna Project to become a +200koz Au per annum operation by 2019. One of the key difference's between this and previous studies was a significant increase in the open pit inventory (1.1Moz at 2.3g/t Au). The major driver for this was the Wiluna open pits, which until recently was only a small part of the company's long term plan. However since drilling intensified late last year, the company has delineated an ore reserve of 669koz at 2.7g/t Au, which is an impressive achievement in such a short space of time. Capital costs were largely in line with previous guidance (ES $104m vs. PFS $114m). We did note the inclusion of a Filter Press (Capex $75m) as an alternative option to refurbishing the BIOX Facility ($114m). This would see the company produce a concentrate rather than dore', which would be discounted to the prevailing gold price (TSI estimate - 10% to 15%). However, given the significant capital cost saving ($39m) and the likelihood that operating costs fall further due to limited back end processing, we believe this option should investigated further, as it would significantly improve the company's ability to raise funds for capital development. Before the expansion achieving production guidance for the remainder of 2017 is critical, as this will help rebuild confidence in the market regarding the company's ability to meet their targets. Stonewall Resources Ltd (ASX:SWJ) managing director Rob Thomson and chairman Bill Guy update Proactive Investors on the company's recently completed Theta Hill scoping study which supports an open cut gold mine. The scoping study indicates a net present value (NPV) for the proposed open-pit gold mine of US$152 million. The 7.6-year mine life operation has an estimated capital cost of US$16 million and will average 67,000 ounces of gold production per year. "We're now drilling for reserves to get the impetus for production," says Thomson.

"If you look at our gold investment strategy, we want to assist companies to come into production and therefore make money for our shareholders..." States Nic Earner, Managing Director of Alkane Resources Ltd. (ASX: ALK | OTCQX: ANLKY), in an interview with InvestorIntel Corp. CEO Tracy Weslosky. Tracy Weslosky: We want to talk about gold for the holidays. I was reading the New York Times this weekend and it said this is the one year that stuffing your cash in a mattress may have actually put you further ahead. Let us talk about gold. This would be a good time to invest in gold. Nic, what do you think? Nic Earner: Naturally I am a bit of a gold bull. Certainly we are really happy with how the year has gone for Alkane Resources. We are in Australian gold. We have seen the rise and fall of U.S. dollar gold, certainly the Australian dollar has corrected broadly as well. Last financial year, which was finished in Australia at the end of June, we sold our gold for an average of around $1,720.00 Australian. We have seen similar price levels this year in Aussie dollars. For a cost base, for us, of below $1,000.00 an ounce Australian it has been a wonderful period of time. If you look historically, at the moment in Australian gold there has been sort of 9 or 10 quarters in real terms over the history at these price levels. Certainly it is an excellent time to have been in Australian gold. Tracy Weslosky: Nic, in our last conversation you said at the end of September you had $82.4 million in cash and bullion and you have been accruing that cash up. Talk to me a little bit about what you are doing with your gold acquisitions that you were working on. Nic Earner: Thanks Tracy. We have been making investments into other near-term development prospects. There were two that we were chasing in Australia. One has been successful. One has been unsuccessful. The successful one has been in Calidus Resources. The ASX ticker for that is CAI. They have got ground and reasonable prospects which are going through scoping and feasibilities at the moment up in the Pilbara region of Western Australia. We are helping them to get through to feasibility, just through. Investment they manage and we formed a technical committee to help maximize value of our investment. We really like that one. We like the size of the deposit. We like its exploration potential. We like its capacity to bring near-term development cash. With Explaurum we were looking to do a similar thing; to be part of a placement, help them go through to feasibility, but they were also subject to a takeover offer from another company called Ramelius. Ramelius increased their offer and the directors of Explaurum accepted that offer so Alkane is no longer part of that, c’est la vie. If you look at our gold investment strategy, we want to assist companies to come into production and therefore make money for our shareholders because in general you get this tension where you have raised the ounces on your resources, which you have to mine and it becomes a funding crunch point.
